Protection and Advocacy for Individuals Rights

                                                                                       
PAIR was established by Congress in 1993 under an amendment of the Rehabilitation Act of 1973 to protect the legal and human rights of individuals with disabilities.

PAIR is administered and regulated by:

PAIR is authorized in Public Law 106-402:

   
  29 U.S.C. § 749e, Public Law 106-402
Rehabilitation Act of 1973, as amended

Eligibility for PAIR Services:

   

PAIR is authorized to serve persons with all types of disabilities who:
 

  need services beyond the scope of services authorized to be provided by the Client Assistance Program (CAP) under Section 112;

are ineligible for services from the Protection and Advocacy of Developmental Disabilities (PADD) program funded under Part C of the Developmental Disabilities Assistance and Bill of Rights Act of 2000;

are ineligible for the Protection and Advocacy for Individuals with Mental Illness (PAIMI) program funded under the Protection and Advocacy for Individuals with Mental Illness Act.
